4.7. Document of summary : ideas, proposals and final recommendations of the Turin Workgroup


On the basis of the first four reports discussed in the preparatory seminars:


1. Analysis of the new demand for a public service and definition of the mission of public service media in a multi-platform environment (rapporteur: Professor Philip Schlesinger, University of Glasgow, co-rapporteur Professor Michele Sorice, LUISS, Rome);

2. Redefinition of the offer, local and global safeguarded service and standards, and policies related to production and acquisition of rights in a cross-media perspective (rapporteur Professor Uwe Hasebrinck, University of Hamburg, co-rapporteur Professor Beata Klinkiewicz, University of Krakow);

3. Financing and reorganization of public service companies and new criteria for allocating resources (rapporteur Professor Giuseppe Richeri, University of Lugano, co-rapporteur Professor Francisco Rui Càdima, New University of Lisbon);

4. Governance and new rules of the game for public services in the society of information and knowledge (rapporteur Professor Pierre Musso, University of Rennes, co-rapporteur Professor Peter Dahlgren, University of Lund);

a document of summary will be prepared (rapporteur Professor Enrique Bustamante, Complutense University of Madrid, co-rapporteur Professor Giuliano Lemme, University of Modena and Reggio Emilia), containing the ideas, proposals and final recommendations that the Turin Workgroup will put forward to the European Commission, the Council of Europe, the Governments of the Member Countries, the Italian government and the Italian State-Regions Conference.
