4.5. Special Group on the European Union's role and policies of information and communication in public service media

At the meeting of 2009 the awareness emerged within the Turin Workgroup that it probably would be problematic to create a European public service and that - at this stage at least - only national and local media are able to play an indispensable role of mediation between “European information” and national and local contexts. In other words, without any attempt at “localization” European news services are difficult to understand, interpret or appreciate. For this reason it would seem appropriate within Europe to set up not so much a new channel, but a sort of agency that would create semi-finished products to be made available to local public services, also urging them to produce content of pan-European interest and supporting them in the role of a connector between the traditional broadcasters, as attempted hitherto by Euronews, with mixed results. 

This fifth report, to be based on the conclusions of the European Conference in Turin in November 2012 on Public_service_media_in the society of information and knowledge will continue the discussion initiated in Turin in September 2009 on the theme: Is_building_a_European_public_service_television_possible? After the Lisbon Treaty: problems and prospects, at a seminar in Lisbon in June 2013, in preparation for the conference in Strasbourg. 

On the basis of the Lisbon seminar, the definitive report would be presented to the European Parliament at its session in November 2013 in the context of a second European Conference promoted by Infocivica and the Turin Workgroup on the theme of Public service media, European information and the formation of a Europe of citizens.
